Film submission rules and regulations

The submission of films for selection of programmes within 23rd Sarajevo Film Festival can be made only in accordance with the provisions set out in the Sarajevo Film Festival Rules and Regulations as well as the Pre-Selection Conditions.

 

ORGANIZERS

 

Obala Art Centar Sarajevo is the founder and organizer of the Sarajevo Film Festival. Sarajevo Film Festival is an annual event held at Obala Art Centar’s cinema and other Sarajevo venues. Governmental institutions of Bosnia and Herzegovina at all levels, as well as other associations, domestic and international institutions, and commercial sponsors provide its subsidies.

 

OBJECTIVES

 

Sarajevo Film Festival is an international film festival. Its specific aim lies in promoting and aiding the development of regional cinema and authors. Its goal is to act as the main meeting point where international and regional cinema converge in a spirit of cooperation and cultural exchange through the presentation of the finest and most recent achievements in world cinema. Sarajevo Film Festival dedicates its Competition Programme solely to regional film, showing regional, international and world premieres of films from Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Greece, Hungary, Kosovo*, Macedonia, Malta, Moldavia, Montenegro, Romania, Serbia, Slovenia and Turkey. The spirit of the Festival is one of discovery and it strives to act as a catalyst for the development of South-Eastern European Cinema, particularly through the industry segment CineLink Industry Days, program for young regional film authors Talents Sarajevo, and the launching of the finest achievements in regional cinema on the wider European scene.

 

Article 1

The 23rd Sarajevo Film Festival will take place in Sarajevo from 11th to 18th August 2017.

 

Article 2

The Board of Selectors chooses and invites films to be presented in Sarajevo Film Festival Competition Programme sections, as well as in several non-competitive Festival programmes.

 

Submission is open to films produced during the 12 months preceding the starting date of the Festival (for the Student Film Competition, produced 18 months preceding the starting date of the Festival) exclusively for the following programmes:

 

- Competition Programme - Feature Film

- Competition Programme - Short Film 

- Competition Programme - Documentary Film

- Competition Programme - Student Film

- European Shorts

- Children's Programme

- TeenArena

 

Submissions for films will be accepted only if they fit the profiles of programmes listed above.

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre. 

 

Article 3

Once the film has been selected and the invitation to participate at the Festival is accepted, film cannot be withdrawn from the Festival programme.

 

Article 4

All films must be presented in their original language and, where this language is other than English, print of the film must be subtitled in English (if not otherwise specified). Subtitling expenses are to be met by the Participant.

 

Furthermore, all films with dialogues in a language other than Bosnian, Croatian or Serbian will be electronically subtitled in Bosnian, Croatian or Serbian. The production and presentation of local language electronic subtitles is the responsibility of the Festival. 

 

Article 5

All film entries for programmes European Shorts, Children's Programme and TeenArena, unless otherwise specified, must be submitted to the Festival for selection by May 12th, 2017, for programmes Competition Programme - Feature Film, Competition Programme - Short Film, Competition Programme - Documentary Film and Competition Programme - Student Film, unless otherwise specified, must be submitted to the Festival for selection by May 26th, 2017. 

 

The Festival is not obliged to offer comments or reasons for not selecting a film submitted for one of Festival's programmes.

 

Article 6

All submissions must contain the following:

 

- A duly completed online Entry Form 

- Uploaded copy of the film (if the film's original language is other than English, the Festival requires receiving on-screen English subtitles)

 

Alternatively, submissions can be sent by mail, containing a copy of duly completed Entry Form and the screener in „.mp4“ file-format, labeled with the film's title, director's name, and language of subtitles (if the film's original language is other than English, the Festival requires receiving on-screen English subtitles). Submissions must be sent fully pre-paid to the address as indicated on the Entry Form plus specifying the Festival programme that you are applying for. The Festival reserves the right to refuse any shipment entailing additional costs.

For films selected to be screened at the Festival, these materials must also be sent:

 

Photo of the director

Director’s biography and filmography

One or more stills from the film

Dialogue or spotting list in English

Film clips / trailer 

Poster of the film in electronic form

 

6b. 

Additionally, for films selected to be screened in competition programmes:

Photos of the leading actor/ actress

Leading actor/ actress biography and filmography

List of cast and crew members attending the Festival

 

None of the above listed required materials will be returned.

 

Article 7

The Festival may use all materials cited in Article 6 for promotional purposes and in order to compile the Festival Catalogue. The Festival bares no responsibility for published inaccuracies originating in submitted materials.

 

Article 8

During the Festival, selected films will be available in the digital video library, open exclusively to accredited film professionals and journalists.

By accepting to be part of the Festival, Participants grant permission for their film to be included in the video library unless other arrangements have been made with the Festival.

 

Article 9

All prints of selected films must arrive in Bosnia and Herzegovina by July 30th, 2017 and must be made available for the entire festival period, unless otherwise agreed. It is obligatory for the Participant to follow the Festival's shipping instructions (to be sent to film producer, director or another film representative along with the letter of acceptance of the film). 

 

The Festival will cover one way shipping costs for all selected films, unless otherwise agreed. The Festival will be responsible for customs clearance in Bosnia and Herzegovina.

 

All prints will be returned within four weeks following the Festival closing date. As far as possible, the Festival will respect the wishes of Participants concerning return shipment of their film. Where print is to be returned to an address different to that of the sender, this must to be clearly noted along with the desired date of arrival at the return address.

 

The insurance of film print goes into effect the moment the film is received by DHL or other courier agent in Sarajevo. The insurance remains in effect until the film is re-shipped. Unless otherwise arranged, in the event of damage or loss of the screening copy during the Festival, the Festival is only responsible for the cost of producing a new screening copy based on current standard laboratory rates.

 

Damage to the film print must be reported to the Festival in writing within one month following the return of the print and prior to the film's next screening. Any claims will be judged by the reported state of the print.

 

Article 10

International Jury for Competition Programmes will be comprised of prominent representatives of culture, film theory, criticism as well as filmmakers and producers. Four international juries will be established, one for each competitive section - feature, short, documentary and student film.

 

The majority of members from each of the four juries will come from countries other than Festival host country.

 

No Jury member will be assigned if previously had taken part in the making of any film in the competition programmes.

 

Article 11

Members of the Competition Programme Feature Film Jury shall grant the following Awards:

Heart of Sarajevo for Best Film - 16,000 EUR (the Prize is shared equally by the director and the producer)

Heart of Sarajevo for Best Director - 10,000 EUR 

Heart of Sarajevo for Best Actress - 2,500 EUR

Heart of Sarajevo for Best Actor - 2,500 EUR

 

Members of the Competition Programme Short Film Jury shall grant the following Awards:

Heart of Sarajevo for Best Short Film - 2,500 EUR (the Prize is awarded to the director)

Special Jury Mention (the Prize is awarded to the director)

Special Jury Mention (the Prize is awarded to the director)

    

Members of the Competition Programme Documentary Film Jury shall grant the following Awards:

Heart of Sarajevo for Best Documentary Film - 3,000 EUR (the Prize is awarded to the director)

Human Rights Film Award - 3,000 EUR (the Prize is awarded to the director)

Special Jury Prize - 2,500 EUR (the Prize is awarded to the director)

Special Jury Mention (the Prize is awarded to the director)

    

Members of the Competition Programme Student Film Jury shall grant the following Award:

Heart of Sarajevo for Best Student Film – 1,000 EUR ( the Prize is awarded to the director)

Special Jury Mention (the Prize is awarded to the director)

 

All stated amounts represent the gross amounts of awards.

 

Sarajevo Film Festival holds the right to provide additional partner awards. More information can be found on www.sff.ba 

 

Article 12

Award winners are expected to attend the Festival Closing Ceremony to be held on August 17th, 2017. Award winners are obliged to mention the award as announced, nationally as well as internationally, in all publicity and promotional material.

 

Article 13

The invitation sent for each film in Competition Programme selected by the Festival must remain strictly confidential between the Festival Management and the Participant until such time as the Festival decides to make an official announcement in this regard.

 

Article 14

Participation in the Sarajevo Film Festival implies acceptance of all aforementioned regulations and pre-selection conditions. Sarajevo Film Festival Board of Directors has the power to settle all issue not covered by the present Rules and Regulations.

 

 

PRE-SELECTION CONDITIONS

 

COMPETITION PROGRAMME - FEATURE FILM

 

The Sarajevo Film Festival Feature Film Competition is a showcase for the presentation and promotion of films from Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Greece, Hungary, Kosovo*, Macedonia, Malta, Moldavia, Montenegro, Romania, Serbia, Slovenia and Turkey.

 

Director of the film as well as the majority of authors must be from one of the above-mentioned countries as well as the production of the film.

 

Article 1

Only those films that meet the following conditions may be considered for selection:

Films which will be screened minimally as a Regional premiere in the Competition Program of Sarajevo Film Festival, i.e. films not publicly presented in regional countries listed above, with eventual exception of one national premiere in the country of origin

Films that have neither been presented in television nor in the Internet / VOD

Films produced for television may be considered in case where theatrical release is also planned

Film must be more than 60 minutes long

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre.

 

Article 2

The producer of the selected film is obliged to provide the presence of at least four members of the selected film's cast and crew (director, producer, lead actor and actress) at the Festival. The film's director and/or producer must attend the Festival and present the film. The Festival will cover travel expenses and accommodation for six nights for all present cast and crew members (4 persons at most).

 

Article 3

The cast and crew members of the selected film present at the Festival are obliged to promote the film through participating at official press conference, photo call, introduction prior to the film's screening and interviews with selected Sarajevo Film Festival media partners.

 

 

COMPETITION PROGRAMME - SHORT FILM

 

The Sarajevo Film Festival Short Film Competition is a showcase for the presentation and promotion of films from Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Greece, Hungary, Kosovo*, Macedonia, Malta, Moldavia, Montenegro, Romania, Serbia, Slovenia and Turkey.

 

Director of the film as well as the majority of authors must be from one of the above-mentioned countries as well as the production of the film.

 

Article 1

Unless otherwise specified, only those films that meet the following conditions may be considered for selection:

Films must have been produced in 12 months preceding the Festival

Films that have neither been presented in television nor in the Internet / VOD

Films must not exceed 30 minutes in length including credits

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre.

 

Article 2

The producer of the selected film is obliged to provide the presence of the director of the film at the Festival. The film's director must attend the Festival and present the film. The Festival will cover travel expenses and accommodation for four nights for the director.

 

Article 3

Director of the selected film present at the Festival is obliged to promote the film through participating at the official panels, photo call, and introduction prior to the film's screening and interviews with selected Sarajevo Film Festival media partners.

 

 

COMPETITION PROGRAMME - DOCUMENTARY FILM

 

The Sarajevo Film Festival Documentary Film Competition Programme is a showcase for the presentation and promotion of films from Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Greece, Hungary, Kosovo*, Macedonia, Malta, Moldavia, Montenegro, Romania, Serbia, Slovenia and Turkey.

 

Director of the film as well as the majority of authors must be from one of the above-mentioned countries as well as the production of the film.

 

Article 1

Only films that meet the following conditions may be considered for selection:

Priority is reserved for films that will have their World, International or Regional premiere in the Competition Programme of Sarajevo Film Festival.

Films produced in 2016 and 2017

Films which, prior to Sarajevo Film Festival, did not participate more than two times in festivals or other public events in regional countries listed above, eventually with national premiere in the country of origin

Films that have not been exhibited on the Internet/ VOD

Films that were not screened on television in the countries of Bosnian/ Croatian/ Serbian language speaking territories

Films from Bosnia and Herzegovina must not be shown publicly in Bosnia and Herzegovina prior to Sarajevo Film Festival

Films of any duration

Everything stated above applies to all versions (shorter and longer ones) of a particular film

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre.

 

Article 2

The producer of the selected film is obliged to provide the presence of one member of the selected film's crew (director or producer) at the Festival. The film's director or producer must attend the Festival and present the film. The Festival will cover travel expenses and accommodation for six nights for the director or producer invited to attend the Festival.

 

Article 3

Director or the producer of the selected film present at the Festival is obliged to promote the film through participating at public spaces of Sarajevo Film Festival, like Docu Corner, as well as presentations prior and after the film's screening, and interviews with selected Sarajevo Film Festival media partners.

 

 

COMPETITION PROGRAMME - STUDENT FILM

 

The Sarajevo Film Festival Student Film Competition is a showcase for the presentation and promotion of student films from Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Georgia, Greece, Hungary, Kosovo*, Macedonia, Malta, Moldavia, Montenegro, Romania, Serbia, Slovenia and Turkey.

 

The director of the film must be from one of the above mentioned countries and the film must be produced by a regional film school, faculty or art academy.

 

Article 1

Unless otherwise specified, only those films that meet the following conditions may be considered for selection:

Fiction, documentary and animated films

Films must have been produced in 18 months preceding the Festival

Films that have neither been presented in television nor in the Internet / VOD

Films must not exceed 60 minutes in length including credits

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre.

 

Article 2

The producer of the selected film is obliged to provide the presence of the director of the film at the Festival. The film's director must attend the Festival and present the film. The Festival will cover travel expenses and accommodation for seven nights for the director.

 

Article 3

Director of the selected film present at the Festival is obliged to promote the film through participating at the official panels, and introduction prior to the film's screening and interviews with selected Sarajevo Film Festival media partners.

 

 

OTHER PROGRAMMES

 

European Shorts

Children's Programme (feature and short films for children)

TeenArena (feature and short films for youth audiences)

 

Feature films must be more than 60 minutes long. 

Shorts must not exceed 30 minutes in length including credits.

  

Article 1

Above listed programmes are open for international unsolicited film submissions. All films submitted must be produced in 2016 and 2017. 

 

Festival screening format is DCP. Other formats only upon request, depending on the theatre.

 

Article 2

Films presented in other Sarajevo Film Festival programmes are selected directly by the Sarajevo Film Festival Board of Selectors and do not have an open application process.
